Looking up the followup information on the electrometer took me to the really cool electronics experimentation site of Alan VK2ZAY at http://www.vk2zay.net/
It's well worth a visit.

What is it? - a possible answer
In response the question last year what is it (http://carconline.blogspot.com/2010/07/what-is-it.html) we received the following email from Arthur Missira:
"I don't blog so could not reply via that method; but happened across the newsletter and noticed that there had been no replies to the question. "I suspect that it could be a 'four quadrant electrometer' and is usually described in old physics books ( pre 1950's ) "see:- http://en.wikipedia.org/wiki/File:Lord_Kelvin_quadrant_electrometer_engraving.jpg"
The full Wikipedia article on electrometers can found here: http://en.wikipedia.org/wiki/Electrometer , and an article on the interesting career of Lord Kelvin can be found here: http://en.wikipedia.org/wiki/Lord_Kelvin
If you want to experiment with an electometer, there are a couple of links at the bottom of the Wikipedia article with very simple circuits.

Transatlantic Amateur Radio balloon launch - DELAYED!
---Delayed until 27th-29th April--- due to poor flight path predictions.
The Project Blue Horizon 5 high-altitude transatlantic amateur radio balloon was scheduled for launch, weather permitting, at 0400 UTC (midnight EDST) Friday, April 22, from Oswego, New York.
Reports of it's telemetry beacon at 7.1023MHz and 10.1466MHz can be sent to PBH15.data@gmail.com. An APRS beacon is also onboard at 144.39MHz using the callsign KC2ZJH.
More information about the program, including the latest projected flight path, is at the Project Blue Horizon website.
Also launch and flight updates will be available on Twitter
Further info on the Southgate ARC website
